CSCA Board

As the former City Councilwoman for District 5 in Colorado Springs, Jill Gaebler is a constant advocate for a connected and safe community. During her 8 years on City Council, Jill focused her work on multimodal transportation, attainable housing, downtown development, and local food production.Prior to her Council service, Jill spent 6 years as the Development Director at Greccio Housing, a local affordable-housing nonprofit. Additionally, she co-founded Colorado Springs Charter Academy, a public school in District 5, and has served on many community boards, to include: The Pikes Peak Library District’s Board of Trustees, the Downtown Development Authority, the Pikes Peak Area Council of Governments, The Colorado Municipal League, Homeward Pikes Peak, and The Front Range Passenger Rail Commission. Jill arrived in Colorado Springs in 2000 after serving seven years as an Air Force officer, where she worked as a contracting officer. She and her husband of 33 years, live in the Patty Jewett neighborhood. They have two adult children, a son, who resides in Colorado Springs and works as a data analyst, and a daughter, who is currently in medical school. She is very proud and grateful for her kids and the education they received at CSCA. Jill received her bachelor's degree in business administration from the University of Arizona.

Aster Klein was born and raised in Mexico where she earned her bachelor’s degree in electrical engineering. She worked as a math teacher at the local college and as an engineer for the semiconductor industry for 12 years in Mexico and the United States. She immigrated to the United States in 2001 and since 2009, after her oldest son was born, she has dedicated her time to raising her two boys.

From 2015 to 2019 she had the opportunity to be part of PTO in another charter school in Colorado Springs where, with the rest of the organization, she created a series of school events and fundraisers with the intention of bringing the school community together. She has been part of CSCA’s community since 2019.

She is passionate about education, especially if is related to STEAM and languages. Her goal as part of the Board of Directors team is to provide the resources and environment for students, teachers, and the entire school community to thrive.

She loves spending time in nature with her husband and sons, especially hiking and camping, and as much as possible, they look for opportunities to volunteer in the community.

Patrick is a 2nd generation Colorado resident, born and raised in Colorado Springs. He graduated in 2009 with a Bachelors of Science in Civil Engineering Technology from Colorado State University-Pueblo. While attending college he began a paid internship at a local engineering consulting firm. Following graduation, he began his full-time employment where he has held multiple titles over his nearly 20 years. Currently, he prepares geotechnical engineering and environmental engineering reports for clients during the design stages of major construction projects. During this time, he also became a certified commercial building inspector. He has been involved in the design and construction of over 50 schools and hundreds of commercial as well as residential projects across Colorado. His hobbies include camping, fishing, ATVing, vegetable gardening, projects at home, and riding bikes as well as playing board games with his kids. He has two children happily attending CSCA. His family has been part of the CSCA community since 2022.  

Mr. Foley’s vision for the future of CSCA includes more than an outstanding curriculum, but also a sought-after school for existing and future students as well as staff. He would like to see the school succeed in every way possible, building on past and present successes while maintaining the welcoming and transparent environment that the school is known to have

Phillip was born and raised in DuPage County, Illinois, and relocated to Colorado Springs in the summer of 2003. He has over 27 years of experience in the healthcare field, with a career spanning clinical, administrative, and corporate domains. He pursued formal education in Biomedical Sciences and Nursing, building a strong foundation in both scientific and patient-centered care.

While completing his studies, he was hired by Colorado Springs Health Partners (now Optum) as a Clinical Support Specialist. In this role, he gained extensive hands-on experience across multiple specialty clinics, including Rheumatology, Oncology, Orthopedics, and Pediatrics. His clinical expertise includes patient rooming, phlebotomy and laboratory practices, medication administration, EKG testing, and assistance with minor procedures. Throughout this period, he also obtained multiple professional certifications, further strengthening his clinical proficiency.

Following graduation in 2006, he joined Penrose St. Francis Health System, where he continues his professional career today. In 2010, after being diagnosed with Multiple Sclerosis, Phillip transitioned from clinical practice to administrative leadership. He began working in Revenue Management, overseeing Discharged Not Final Billed (DNFB) reports for all South State hospitals. His responsibilities expanded to include oversight of coding and billing processes, ensuring physician compliance with accurate and timely clinical documentation, and supporting preparedness for Joint Commission accreditation audits.

He has also contributed to the Data Governance Board, offering strengths in analytical decision-making, regulatory compliance, and strategic collaboration. He is recognized for providing ethical, data-driven leadership that supports rigorous standards and advances organizational missions. Outside of work, he values time with his wife and son and maintains interests in movies, martial arts, and gaming software. He has developed a deep respect for CSCA, which has grown into a lasting commitment to supporting its values and long-term success.
